There is no such comparison in Scripture - Old or New Testament. It is solely the opinion of the questioner who probably has never read either part of The Bible.

Just as an example - one of many - when the old corruptible things are purged in fire and only God's spiritual family exists, a new Heaven (Throne of God) will descend to the now 'new' Earth. All 'negative' things will have passed away - Heaven on Earth:

Revelation 21:1-4

All Things Made New21 Now I saw a new heaven and a new earth, for the first heaven and the first earth had passed away. Also there was no more sea. 2 Then I, John, saw the holy city, New Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. 3 And I heard a loud voice from heaven saying, "Behold, the tabernacle of God is with men, and He will dwell with them, and they shall be His people. God Himself will be with them and be their God. 4 And God will wipe away every tear from their eyes; there shall be no more death, nor sorrow, nor crying. There shall be no more pain, for the former things have passed away."

Answer:

There are many similarities between the two places. Thoughts on Heaven can be taken from Christian theology (mostly drawn from the Bible's Book of Revelation), thoughts on North Korea from the daily news:

  • Heaven is a large city with great amounts of decoration and richness. This would be similar to North Korea's capital Pyongyang, at least the parts used by the countries leader and elite staff
  • The ordinary inhabitants of heaven spend all their time praising God, the North Koreans spend all their time praising their great leader.
  • Clothing for the souls in heaven is a uniform shining outfit. Noth Koreas dress alike.
  • Heaven's inhabitants (saved souls, God and angels) don't eat. North Korea has a chronic famine and the people don't have anything to eat.
  • Heaven has an enforcement staff of angels, cherubim etc. that mindlessly mete out the orders given to them by their leader, North Korea has military staff and police do the same
  • Dissent in heaven is met with immediate severe punishment (casting out of Satan as an example), Korean dissidents are killed or sent to prison camps
  • Nobody can leave heaven, ditto North Korea
  • God is thought to have created all good things, ditto Korea's beloved leader - from pizza to atomic weapons
  • There is no sex or fun in heaven. North Korea is very repressive as well.
  • Inhabitants of heaven are prohibited from caring about or interacting with outsiders, North Korea has similar controls.
  • Heaven controls great destructive powers, North Korea has atomic weapons and rockets
  • Fans of heaven think it's great, non-fans want to avoid it like the plague
  • Authority in Heaven is shared between the Christian god and his son, authority in North Korea passes from father to son.
