There are a number of passages where this is outlined:
1Now concerning spiritual gifts, brethren, I would not have you ignorant. 2Ye know that ye were Gentiles, carried away unto these dumb idols, even as ye were led. 3Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost. 4Now there are diversities of gifts, but the same Spirit. 5And there are differences of administrations, but the same Lord. 6And there are diversities of operations, but it is the same God which worketh all in all. 7But the manifestation of the Spirit is given to every man to profit withal. 8For to one is given by the Spirit the word of wisdom; to another the word of knowledge by the same Spirit; 9To another faith by the same Spirit; to another the gifts of healing by the same Spirit; 10To another the working of miracles; to another prophecy; to another discerning of spirits; to another divers kinds of tongues; to another the interpretation of tongues: 11But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will. 12For as the body is one, and hath many members, and all the members of that one body, being many, are one body: so also is Christ. 13For by one Spirit are we all baptized into one body, whether we be Jews or Gentiles, whether we be bond or free; and have been all made to drink into one Spirit. Basically, spiritual gifts are for the good of the body of Christ as a whole as each person uses what he or she has been given for God's glory and the edification, or instruction of others.
The seven gifts of the Holy Spirit are given in baptism. We grow in them by practicing virtue throughout our lives and the gifts are sealed in us at confirmation.
We receive the seven gifts of the Holy Spirit when we are infused with sanctifying grace, the life of God within us-as, for example, when we receive a sacrament worthily. These seven gifts help us to live a Christian life. The seven gifts of the Holy Spirit are wisdom, understanding, counsel, fortitude (or courage), knowledge, piety, and fear of the Lord. COUNSEL
The Sacrament that directly increases the gifts of the Holy Spirit is Confirmation, and all the sacraments, and our good works also contribute to that increase, particularly worth reception of Confession and the Eucharist.
God has not given any human being to protect us but he has given us his holy spirit. If we pray for it, it will be given to us. The holy spirit is gods force which can be disposed to anyone who askes for it. Note to above: The Holy Spirit is God not just a force and the gifts are given as God's sees fit.
The promise of God the Father is the Holy Spirit that was sent to comfort us so that we would not be orphans while we wait for Christs' return. The Holy Spirit and the 9 Gifts of the Holy Spirit empower believers in Biblical times and now.
They are the gifts listed in Romans 7 and they are granted to believers by the indwelling Holy Spirit. Each believer has one gift given to him to use for the glory of God. First Corinthians 12 is a list of gifts that are manifestations of the Holy Spirit and a believer may receive the work of the Spirit in any one of those areas at different times but they are not "possessed" by the believer like the gifts in Romans 12. Then you have the office gifts of the Holy Spirit given to the church in Ephesians 4.
My thoughts are that fruit or gifts of the Holy Spirit are not things that a believer receives once and then it's all over. The fruit of the Spirit are qualities that are developed over time as the christian matures. The gifts of the spirit are given when needed

To bring us Gods holy presence and to help and heal us. The holy spirit lays in the heart of his children.
The Holy Spirit helps you in every way. You may think that you make all of your decisions but in actual fact you don't! Believe it or not the Holy Spirit helps you decide whatever you cant decide on. Even if you do not believe in the spirit he is all around us. Say you couldn't decide on applying for a job the Holy Spirit will help you decide to or not apply even if you think it is entirely your own decision.
