Shiva's isn't actually blue, he is white with a blue throat/neck. He is said to be blue because (after all he is the Destroyer) he is so dark (as in mean) so worshippers decided to colour him blue!

THE COLOR OF SHIVA:

The seven basic gods viz. Indra, Shakti, Brahma, Vishnu, Shiva, Shani and Yama represent seven basic forces we have. The images of these gods should be such that they should enable us to have the basic force they symbolize.

Shiva symbolizes the Involuntary force that makes life rigid like a stone.

This is in contrast to semi voluntary Vishnu force, which makes life as flexible as water and Brahma force, which makes life as incoherent as air.

On this basis Vishnu is painted blue. Shiva has the color of snow colored mountain and thus painted bluish grey. However, often both the gods are painted blue only.

Thus, Shiva is painted bluish grey because the Involuntary force he represents makes life as rigid as a mountain.
