Two possible explanations:
1. We must not only adhere to God's authority but also to God's purpose. Balaam understood God's authority and thus sought His permission to follow Balak's delegates. He did not however pay close attention to God's purpose, which was clear stated that "You shall not cures the people, for they are blessed." (Numb 22:12)
2. Balaam was not a true prophet (thus the NT characterization of Balaam) and only gave a false impression that he is able to hear God, which explains why he couldn't see the angel in front of his nose when even a donkey can see. In fact the first delegate could not persuade him with their means. The second delegate with greater authority and wealthy was needed. The Bible simply narrates events that unfolded, what Balaam and delegates did and spoke.
After God confronted Balaam the first time giving him direction to speak only what God told him to say, Balaam knew that God told him not to try to curse the children of Israel, yet Balaam continued to go with Balak to seven different mountains, each one higher than the last mountain to try and curse the Israelites, and each time God made the enemy Balaam speak God's blessings with his tongue over Jacob's seed. After Balak saw that he could not curse the children of Jehovah Elohim( the Israelites ), he-Balak commanded Balaam to neither bless the children of Israel not curse them at all, but God is God and has the last say about it all, and Balaam set his face toward the wilderness and left
As phrased, it is not biblical. Not exactly sure which verse you're referring to, but here are two possibilities:(Romans 8:31-32) ". . .If God is for us, who can be against us?..."(Matthew 19:6) ". . .what God has joined together, let no one separate."

People blame God because he was supposed to be there to help them. When they asked him to help he didn't and they are angry at him for not helping them.
