The value of any coin is largely dependent on its condition.
The value of a 1889 US silver dollar can vary depending on its condition, rarity, and any unique features it may have. As of current market values, a circulated 1889 silver dollar is worth around $23-$30. However, if the coin is in uncirculated or highly graded condition, its value can be significantly higher.
It means somebody damaged the coin. That destroys any collector value it may have had, unfortunately.
Assuming the coin is circulated and has no mintmark, the 1889 Morgan dollar is common. The retail values are $32.00-$38.00 depending on condition. Values are a market average and only for coins in collectible condition, coins that are bent, corroded, scratched, used as jewelery or have been cleaned have far less value if any to a collector or dealer.
The US didn't print any $1 bills dated 1889. It may be from a private bank or other non-government issuer. Please check your bill and post a new question including any details (wording, images, etc.) that might help ID it.
Please check the coin again and post a new question. The US has never made a $2 coin of any type.
