Namely, brother referred to the broader family, more the way we use the word "cousin."

On a practical level, this means that Joseph was the likely patriarch (eldest male) of his family and that members of his extended family lived as one family unit: surviving grandparents; younger siblings and their children. This was a matter of family economic survival as much as a family seeking to stay together.
