So, Moses experienced God in person, in that God directly talked to Moses from behind this cloud cover, and Moses talked to God, but Moses never "directly" viewed God "face to face", but he did speak to Him "face to face" as in, he spoke to God "in person", not through an intermediary like a prophet, or angel or such sort, but first hand. That is the meaning of Moses speaking "face to face' with God.
