No, sinners are not bad to God at all but SINS are bad to God. God loves the sinners. He wants them to repent because he is ready to forgive them and He never remember their sins. John 3:16 says "For God so loved the world that he gave his only son. whoever believes in him shall not perish but will have eternal life". So the problem is not being a sinner, for The Bible says all have sinned; but the problem is failing or refusing to believe in God's only son Jesus Christ for forgiveness of sins, assurance of living with God peacefully and eternal life.
