I don't believe this is said directly. It is implied from the narrative that describes the sun changing direction and then changing back again. The assumption is easily made that since earth's rotation results in what we experience as the apparent motion of the sun, then the narrative can only mean that earth's rotation was changed. but that is a modern assumption, and it is not what the text says. The writers of that account probably had no clue at all that it is the rotation of our sphere-like earth that causes the apparent motion of the sun across the sky.
