You may think this is a bit hard to believe but atheists, who deny the existence of God, believe the universe was not created. It was just there.

In any case, however Noah encountered God, it did not appear to strike Noah as particularly unusual or strange, even though the task was monumental and the coming judgment drastic and terrible. Noah lived in the wicked pre-flood world and so he knew first hand that God's decision was right. If Noah was, as God Himself said 'righteous before me', then Noah may well have been accustomed to regular communion with God and so lived his life in a manner pleasing to God, unlike those around him. It was thus not an unusual thing to hear from God as his whole life was dedicated to living righteously before God.
