According to traditional chronology, the Second Temple was built in 352 BCE (not 516).

The First Temple was destroyed by the Babylonians in 586 BCE. Then, in about 538 BCE, Cyrus the Great decreed that a second temple be built in Jerusalem. The Second Temple was finally completed under King Darius I, in 521 BCE.

An alternative viewpoint, put forward by some conservative Jews, is that it was actually completed in 352 BCE. This is based on the Chazal, which they regard as indisputably right, although written long after the events. The Chazal compresses the Persian period from a period of 208 years, with ten kings, to only 52 years, with four kings. It also says that Darius I was the predecessor of Cyrus the Great, rather than his successor (after Cambyses), in line with the Book of Daniel but in spite of the rather more reliable Book of Isaiah, supported by Second Chronicles and the Book of Ezra (eg Ezra chapter 4).

Which king completed the building of the temple in Jerusalem?

In 2nd Samuel 7:2, King David said "Here I am living in a house of cedars while the Ark of the true God sits in the midst of tent cloths" expressing his feelings and desire to build the house for Jehovah (the temple). In verses 12 & 13, Jehovah told David that it was his son who would build the temple. David did much to collect many of the supplies needed to build the temple as recorded in 1 Chronicles 29:1-9. In 1 Chronicles 28:10, David tells his son "See, now, for Jehovah has chosen you to build a house as a sanctuary. Be courageous and go to work." (NWT)
