This all makes the assumption that God exists. If he doesn't than the entire post is irrelevant. But in the Christian religion people usually define God as love and so that would mean that God equals love and love equals love so by definition God is required to be wherever love is. Also people claim that God is omnipresent (present everywhere) so wherever love is God would be as well (and wherever hate is God would be there also).

I'm responding to this question mainly from the viewpoint of what the Bible might say.First:God never originally arranged for Kings and Rulers. This was not God's Purpose. God would always retain the title of KING / RULER. In fact he would always be the UNIVERSAL SOVEREIGN (namely the Sovereign of the whole Universe.) Adam was never told that he would be 'King of the earth'. Eve was called "the MOTHER (not the Queen) of everyone living". (Genesis 3:20)While after the Flood, God did PERMIT 'kingdoms' to exist, this did not mean that he sanctioned them, nor that their power comes directly from God. He merely ALLOWED them to exist.When the Israelites requested a 'King' like the nations around them; God viewed this as an affront to Him. They already had a King. God was their King, their LawMaker, their Judge. But in this instance, God did provide them with a human King; in fact 'a line of Kings'. This line of Kings would continue until God would designate His own Son as King of Kings.In Daniel 2:44 God prophesied that at 'the end times' God would CRUSH "all these Kingdoms", and ONLY God's Kingdom by Christ would remain.A reasonable question would be: Why would God Crush these Kingdoms, IF he had sanctioned them? There is a clear difference between 'allowing' something to exist, 'allowing' them to build weapons of mass destruction; and actually giving them the RIGHT to develop such things.We might think about Satan. God does not sanction him. Yet God PERMITS him to use his powers to harm mankind. So: Who gave Satan power? Well true, God did. Likewise in one sense God gave mankind some elements of 'power'; which he ALLOWS them to wield. With his PERMISSION, but not with his BLESSING or APPROVAL of the things they use their power for. And -- only temporarily. God clearly stated that at some point in time, he would intervene in human affairs.The reality in many countries is that 'PEOPLE' VOTE to give the Ruling Powers their power. In other countries, certain groups use FORCE to get their power over people. We might ask: Why would God have anything to do with the rise of Hitler, or Sadam, or the Khmer Rouge (in Cambodia)? It's hard to imagine that these rulers received 'their powers directly from God.' This would make God 'culpable' of all the genocide.These are just my thoughts. Hope it makes sense.
