It is a grave mistake to isolate one verse in The Bible and try to apply it and it alone to the rest of the history of the Bible. In this passage of Acts, Jesus is promising Paul protection from the people of THAT city...not his entire life.
Reading from Acts 18, verse 9, we see a different story.
Ac 18:9 Now the Lord spoke to Paul in the night by a vision, "Do not be afraid, but speak, and do not keep silent;
Ac 18:10 "for I am with you, and no one will attack you to hurt you; for I have many people in this city."
Ac 18:11 And he continued there a year and six months, teaching the word of God among them.
So it is apparent in this instance that Paul was protected by the power of Jesus as it says further in the chapter that the ruler of the synagogue was beaten...but not Paul.
In the Corinthians chapter that you cited, Paul is going over his history which did include floggings, stonings, beatings, shipwrecks, and other painful happenings. It did not include the incident at Corinth as recorded in Acts. So the promise in Acts was very specific to that one city and that one recorded incident.
The promise Jesus made to protect Paul in Acts 18:10 may have been referring to spiritual protection rather than physical safety. Paul faced various hardships, including being flogged and stoned, as part of his mission to spread the gospel. These trials served to strengthen his faith and testimony.
