The Bible doesn't indicate that Paul never married; no specific statement is made one way or the other. Given all the available scriptural evidence, Paul seems to have been a widower.

Acts 26:10 - This I also did in Jerusalem, and many of the saints I shut up in prison, having received authority from the chief priests; and when they were put to death, I cast my vote against them.

This testimony from Paul's hearing before Agrippa suggests that he was at one time a member of the Sanhedrin. If so, it was required that he be a married man.

However, it's obvious he did not have a wife by the time he wrote the following passage:

1 Corinthians 7:8, 9 - But I say to the unmarried and to the widows: It is good for them if they remain even as I am; but if they cannot exercise self-control, let them marry. For it is better to marry than to burn with passion.

The implication is that Paul was a widower and fully able to exercise self-control in matters of "passion." Thus he could encourage others to "remain even as I am;" unburdened by spousal obligations, thus better able to devote his life to Christ...not because of any commandment to remain unmarried (1 Cor. 9:5), but as a matter of prudence.
