Ecclesiastes 7:1-2 "A good name is better than fine perfume, and the day of death better than the day of birth. It is better to go to a house of mourning than to go to a house of feasting, for death is the destiny of everyone; the living should take this to heart. "

No, there is no specific Bible verse that states to mourn when one is born and rejoice when one dies. The Bible does talk about the cycle of life and the importance of both mourning and rejoicing at appropriate times, but not in this specific manner.

"Rejoice at death and cry at birth" is a popular phrase, especially among funerals as well as during times of mourning. this exact phrase is not found in the scriptures.

There is scripture however to support the quotation.

Ecclesiastes 7:1 A good name is better than precious ointment; and the day of death than the day of one's birth. KJV

also in King David's advisors made this inquiry of his actions concerning the death of his son of Bathsheba

II Samuel 12:21 Then said his servants unto him, What thing is this that thou hast done? thou didst fast and weep for the child, while it was alive; but when the child was dead, thou didst rise and eat bread. KJV
