If you're asking what that means, it means almost the same as "it don't mater" Ex. Even though I wasn't told that I had to , never the less I did it anyway. I wasn't told to, but that didn't matter; I did it anyway. The scriptures use that language to persuade it's readers to really think about what they are reading.
