I think it means, that when we fight someone (not necessarily physically - as a physical fight inevitably is a punishment) do we fight to punish them for what they do or have done, or do we fight to change the effect or the manner of their action.

As in do we fight to teach someone a lesson, or do we fight to show them a better way.

"Fighting to change or punish" typically refers to taking action to address a perceived injustice or wrongdoing by advocating for change in policies or behaviors that contribute to the issue, or by seeking consequences or accountability for those responsible. This can involve participating in protests, lobbying for legislative reform, or pursuing legal recourse through the justice system.

When your dog bites people how do you punish them?

By asking: 'punish them', it sound like you want to punish the people that got bit. You probably mean how to punish the dog. Usually punishing an animal long after the biting will get no result as the animal will not understand as to why it is being punished. Prevent the animal from biting in the first place and you wont have to punish. if you still mean 'punish the people' then make funny faces at them and threaten to sue them for dental work required to your dog (LOL).
