This is an important question, because at first glance, the New Testament seems to teach two different things about judging.
Matthew 7:1 - Judge not, that you be not judged.
1 Corinthians 2:15 - But he who is spiritualjudges all things, yet he himself is rightly judged by no one.
Jesus says, "Judge not." Paul says one who is spiritual "judges all things." Which is it? The answer is, "Both." Jesus gives the key to understanding:
John 7:24 - "Do not judge according to appearance, but judge with righteous judgment."
We're commanded not to judge by our own human standards, and never to condemn someone for something that we do ourselves (Romans 2:1-3). On the other hand, we're commanded TOjudge according to the righteous, spiritual standards that God reveals through Jesus and the Word. In the latter case, we're not "committing judgment" ourselves at all; merely acknowledging and deferring to God's judgment.

The closest thing that the Bible says is this: 12But above all things, my brethren, swear not, neither by heaven, neither by the earth, neither by any other oath: but let your yea be yea; and your nay, nay; lest ye fall into condemnation.A colloquial explanation of this would be as in the question 'mean what you say.' People should not need to add oaths to what they say to prove their sincerity. There are at least two kinds of 'judging' spoken about in the Bible: One is the 'judgment of condemnation' that Jesus and the entire Bible warns us not to engage in; The other kind of judging is more of a discernment or and admonition for disciples to not get too close to those who are wicked because the wicked can corrupt the righteous. The Bible teaches us to discern but not to condemn as God has appointed only one to Judge - Jesus, the Christ. And at the Great White Throne Judgment, this will be a process first with rewards or the 2nd death to those refusing to repent.
