In a Baptist church, the charter is technically the organizational document signed by the original or "charter" members of a local, New Testament church whereby those members officially declare themselves to be an official local, orgnaized assembly of born again, baptized believer's in Christ. Furthermore, upon signing the charter, these original members proclaim themselves to be governed by The Bible and officially adopt the church's covenant, constitution and statement of faith and practice.
But more important than the technical aspect of the official church chartering document, is the profound significance of what the signing of this document represents. These souls who affix their names to this manuscript declare their conviction that they have been led by the Holy Spirit of God to join together as one local body thus continuing to fulfill Christ's prophecy of Matthew 16:18 that He would indeed, "build [His] Church and the gates of Hell shall not prevail against it." The signers stand nearly 2,000 years after that great proclamation and thousands of mile across the globe seeing these words fulfilled again as a local church is established in the will of God.
May those signing a church charter, do so with grave consideration of the commitment they each make to God and to one another and with great faith that what officially begins at the signing of this document will continue to be a vital, faithful and fruitful assembly from that day forward until Jesus comes to catch-away His saints to ever be with their Lord.

A church is a common noun.
The church "militant" refers to the visible Christian Church here on earth, as opposed to the church "triumphant" that refers to the invisible Christian Church in Heaven. The church militant is given that name because it does daily battle with the Prince of Darkness (the devil) and his evil forces here on earth.
Yes
A church charter is similar to a mission statement, combined with a formal 'business plan.' Organised religions; Anglican, Church of England, Episcopal, Catholics, Methodists, Presbyterian, etc., all have the church's 'charter' detailed within their 'Canons' or laws of the church. Protestant churches, particularly independents, can often be less formal in establishing set policies and procedures. Unfortunately, this can often allow for terrible misunderstandings at the initial formation of an independent church. Therefore, it's in the best interest of the clergy and Elders (Parochial Church Council) to be as detailed as possible. Essential matters regarding worship, authorities, finance, schedules, attire of clergy, documentation, etc., are mandatory. Including matters regarding retirement, holidays, holy days, contravention of the church charter (such as when things go wrong), contingencies and especially continuity. Any church charter without a comprehensive charter will never successfully obtain commercial funding. Elections, the Episcopate, Separate Enactments, Right of Repeal, Vestry, Compensation Reviews, Accounting, Executive Authority, Quorums, Administration, Funding, Right of Review and Appeal are just a few of the essential elements of a church charter.
