Baptism, done by John the Baptist, was originally a sign of repentance for sins already committed. Once Jesus was baptized, because he was sinless and didn't need to be cleansed, he actually changed it's significance for his followers. It was now a way to receive forgiveness of sins and an outward sign of faith in the ransom sacrifice by Jesus' life and a lifelong dedication to exercising that faith by observing all the things Jesus had commanded them to do.

Mark 1:4 "John the Baptizer was in the wilderness, preaching baptism in symbol of repentance for forgiveness of sins."

1 Peter 2:22 "He committed no sin, nor was deception found in his mouth."

Matthew 3:13-15 "Then Jesus came from Galilee to the Jordan to John, in order to be baptized by him. But the latter tried to prevent him, saying: "I am the one who needs to be baptized by you, and are you coming to me?" Jesus replied to him: "Let it be this time, for in that way it is suitable for us to carry out all that is righteous." Then he quit preventing him."

Matthew 28:19-20 "Go, therefore, and make disciples of people of all the nations, baptizing them in the name of the Father and of the Son and of the holy spirit, teaching them to observe all the things I have commanded you. And look! I am with you all the days until the conclusion of the system of things."

Acts 19:1-5 "In the course of events, while Apollos was in Corinth, Paul went through the inland regions and came down to Ephesus. There he found some disciples and said to them: "Did you receive holy spirit when you became believers?" They replied to him: "Why, we have never heard that there is a holy spirit." So he said: "In what, then, were you baptized?" They said: "In John's baptism." Paul said: "John baptized with the baptism in symbol of repentance, telling the people to believe in the one coming after him, that is, in Jesus." On hearing this, they got baptized in the name of the Lord Jesus."
