According to the information provided in Hebrew Bible the Temple of Solomon was built in Jerusalem, situated on the Temple Mount (Mount Zion). However, the temple was destroyed in 587 BCE during the siege of Jerusalem.
Notice that when this pasage was written, Solomon was just completing the building of the temple leading to its dedication in the same chapter. Before the temple was completed, the ark was housed for years up to that day in tabernacle, or transportable tent that moved from place to place. 1 Kings 8:4 tells us that the ark was brought up from the tabernacle (where it would have been housed in the inner court or curtains until the temple was complete). That tablernacle was in the city of Zion and the ark was moved from there to the temple site in Jerusalem. I have no idea geographically if Zion and Jerusalem are the same location????, but in any case, we see the ark moved from a temporary to permanent house.
