Generally speaking, the more often something is reported the more important it is. The Bible refers to Solomon 278 times and devotes 20 whole chapters to him, whereas David is mentioned 968 times and has 56 chapters about him: and that's not including any Psalms!

The wealthiest king of Jerusalem in the Old Testament was Solomon, but the greatest was undoubtably his father King David. God certainly thought so:-

Act 13:22 WEB ...[God] raised up David to be their king, to whom he also testified, 'I have found David the son of Jesse, a man after my heart, who will do all my will.'

My learned colleague below argues that it was Nimrod in Genesis 10. I believe that the case of Nimrod is ambiguous. As can be seen by Genesis 10:8-11, cited below in NIV, Nimrod is described as a hunter and a warrior. When it then says "his kingdom" it can be read as either "the kingdom to which he pertained" or "the kingdom which he governed". Since no records extrinsic to the Bible argue for a King Nimrod, but records extrinsic to the Bible confirm the existence of Pharaohs at the time when Abram and Sarai would have visited Egypt, it is clear that this was a monarch.

Genesis 10:8-11:

8 Cush was the father of Nimrod, who became a mighty warrior on the earth. 9 He was a mighty hunter before the Lord; that is why it is said, “Like Nimrod, a mighty hunter before the Lord.” 10 The first centers of his kingdom were Babylon, Uruk, Akkad and Kalneh, in Shinar. 11 From that land he went to Assyria, where he built Nineveh, Rehoboth Ir, Calah 12 and Resen, which is between Nineveh and Calah—which is the great city.
