God called Moses to climb Mount Sinai. Why? Simply put Moses needed a break!
Why would the scripture say moses was called to the top of a mountain, then say He went to the top of the mountain...? Isn't that kinda repetitive? When Moses was called to the top of the mountain, It was Gods way of saying climb the mountain and be on top of the mountain. So often we can be on the mountain but inside we can be somewhere else. He was saying to Moses Leave your worries and concerns at the bottom of the mountain and be with Me... don't even think about how to get down... just be on top of the mountain!
Moses went up and down Mount Sinai two times to receive the law from God. The first time he received the tablets with the Ten Commandments, but when he came down he saw the Israelites worshiping a golden calf and broke the tablets. He then went back up to receive the tablets again.

He was an Israelite leader who accompanied Moses and Aaron to the top of the mountain in the fight against the Amalekites. Hur helped Aaron hold Moses' hand up so Israel could prevail. Hur and Aaron also represented Moses and settled any problems among the people while Moses ascended the mountain to receive God's instructions.
The ten commandments was created when mosses went up on mount Zion and talked to God and was told what to be engraved on the tablets. I think that is the answer, please anyone if that is incorrect please correct me. That's just the first thing that popped into my head for some reason

Then God told Moses to come up the Mount alone and there God gave Moses the Ten Commandments written on two stone tablets to take down to the children of Israel.
