A "saint" in The Bible is a person who believes in God through Jesus Christ. The Apostle Paul mentions saints frequently in his writings. This is positionally.

Experientially, a saint is a person eminent for piety, and virtue: a consecrated person.

When Mark the writer of the Gospel according to Mark, first believed in Jesus Christ as the Savior he became a saint.

Later on the early church fathers gave him the title of Saint Mark.

In Scripture, one is said to be a saint if he/she is a true follower of God's Law as Jesus was.

"They are the excellent ones, in whom is all my delight."

The appointing of 'Sainthood' by various Christian Churches began in the early 1st Millennia and was usually connected to those who were martyred for the faith. All the Apostles (less Judas) and writers of books in the Bible are called Saints.

I could not find a year for St. Mark and believe he was included in the modern process when fully developed by Churches. It is said his feast day is 25th April.
