While there is no truly standard belief about this among the different indigenous peoples, the "timeless time" was explained this way on Wikipedia's page:
"They believe that every person in an essential way exists eternally in the Dreaming. This eternal part existed before the life of the individual begins, and continues to exist when the life of the individual ends."

Dreamtime is a term used in Australian Aboriginal culture to describe the time when ancestral spirits created the world. It also refers to the concept of an interconnectedness between all living things, past, present, and future. Dreamtime stories describe the origins of the land, animals, and plants, and are passed down through oral tradition.
"Wert" and "art" are archaic forms of the verb "to be" in the past and present tenses, respectively. "Evermore shall be" expresses a sense of continuation and permanence, indicating that something will always exist or remain in a certain way. Put together, the phrase suggests that something has existed in the past, continues to exist in the present, and will endure into the future.
Past examples of theocracies include the Papal States in Europe and the Caliphates of the Islamic world. Present day examples include Iran and Vatican City.
A common belief is that God possesses knowledge of all things past, present, and future, known as omniscience. Additionally, God may have knowledge that is beyond human comprehension, such as the mysteries of creation and the afterlife.
