Originally, they were (Exodus 1:1-5). But when God chose the Levites to accompany the Tabernacle (Numbers ch.3, ch.8 and ch.18), they were given a special status; and the tribe of Joseph was counted as two (Numbers ch.2) as Jacob had prophetically declared (Genesis 48:5).
