This is a cost issue; in the ancient world things to write on were expensive. For the most part we have ether velum which is made from tanned animal hide, or papyrus, which is a form of paper made from reads, which was less expensive but did not hold up well. Basically since they did not have a ready supply of paper as we know it, they used what was available, which might have been sheep skin.
