Why would you want to paint a turtle's shell anyway - unless it's for identification. A more sensible procedure would be micro-chipping ! It's permanent and doesn't wash off !
Anyway - to answer the question - so long as you use lead-free & solvent-free paint it shouldn't harm the turtle.
