Yes. Turtles don't just "catch a cold" like people do however. Unfortunately, if they catch a virus like that, they can't expel everything from their lungs and be fine once it goes away. Turtles who end up with an upper respiratory infection (URI) need to be looked at by a good exotic animals vet who has experience in dealing with reptiles. Turtles need proper antibiotics administered if they do end up with a URI. Signs of respiratory infection include mucus around the eyes, nose, or mouth, sometimes big noticeable bubbles coming from the nose, and in severe cases you will see them begin to stop eating. Turtles who wind up with URI and are not seen by a vet or treated could end up with long-term respiratory problems or even eventually death.
