This is my opinon but I think it basically depends on what the turtle or tortise feels, or if their hiding, trying to hunt, or the time of the day.

No, snapping turtles cannot be retracted all the way into its shell. but they don't need to hide, they just scare the enemy by biting and not by hiding.

I disagree. Although a snapping turtle cannot close their shell up like a Box turtle they can withdraw into the safety of the top shell so that from above there are no appendages or neck and head visible. This does make it very difficult for any predator to take off an appendage or bite the head, but if a dog, bobcat, fox, coyote, raccoon, or possum were to try and the turtle felt really threatened he won't hesitate to defend himself by attacking for which he is well equipped with a speedy bite and considerable range with his long neck.
