It depends on whether or not you have a filtration system for the tank. If you don't have one, then you will need to change the water every week or two. If you do have one -- and if you change the filter cartridge every week or so -- you can get away with changing the water once every couple of months.
Personally, I have not changed my turtle's water in several months -- I just keep replacing the dirty filter cartridges with fresh, clean ones. The water isn't crystal clear, but it's not so murky that you can't see through it, and it doesn't smell at all.
Use your judgment. If the tank smells, and the water is too murky to see through, then it's time to change the water.
A filtration system will really make things easier for you. The one I have -- Whisper, it's called -- is very easy to use. You basically just take it out of the box and hang it over the side of the tank. No assembly required. Replacement filter cartridges -- they're called BioBags -- are sold separately.
