If you ask me, yes it is expensive. But, no, 120 is not really expensive for a tortoise because the prices of them range in the hundreds.
Regular turtles are not expensive though. Some are $10, but some are also 75.
I just think that $120 is a lot to pay for such a small animal. The truth is that 120 is actually a pretty good price considering some tortoises can be much more expensive.
