Frog larva hatch and swim in water for a period of time, thus they are amphibians. Water monitors lay eggs on land and the babies hatch on land. They are always terrestrial therefore they are reptiles. When young, amphibians breathe via gills (and a spiracle in some species) as they are water-dwellers. They breathe through lungs when they are mature, as they are now capable of leaving the water for extended periods of time (axolots notwithstanding).
