You may just have a Soft Shell species turtle.
But in another case, a turtle's shell can be soft if:
- It's young, it will harden up as it gets older.
- Not living in a suitable environment with enough UVA/UVB light or enough heat in a basking area.
- Has an infection or other shell problem that needs to be examined.
