Yes and no It would take many tries to get an actual dragon. The first time, the baby would be weird looking. If it was a bird that gave birth and the lizard was male, then the baby would be stout, and somewhat ugly. The wings would be thin. The baby might not even make it. on the third try the baby should not be able to fly. on the sixth try you should get a baby that is the shape of a dragon but with no wings. On the other hand, if the lizard is female and is the one who has the baby, then on the first try I don't know what you'll get but I'll be ugly, on the second try thou, you'll get something like a bat. on the the third and forth try it'll get more and more like a bat until, you get a bat.
Breed palmwing and seabuffallo together and you'll eventually get one.
