Because amphibians have to be able to breathe in water and they have to keep their skin moist to survive. Amphibians have scale-less skin and lay soft, jelly-like eggs. An iguana is a reptile because: it has dry, scaly skin; it lays eggs with leathery shells and it is cold-blooded. It also can only breathe air, not water but all amphibians can breathe in water.
