Turtles need a warm environment to stimulate them to eat. If the water they live in is less than 70-80 degrees, they begin the hibernation process and stop eating. Try purchasing an aquarium heating pad (goes under it to warm water) and a UV light to warm him from above. Be sure your environment for him is correct. Snappers are water turtles so he'll need 2/3 of his tank to be under water deep enough to swim in with sand and a "beach" where he can warm under a UV light to warm himself and dry out his shell. His favorite food is live fish, so purchase a dozen guppies (less than a dollar here) and feed him three per day. Pellets are good to supplement his diet with, but cannot be substituted for live fish. If your turtle is not a baby, purchase goldfish for him to eat. Hopefully these solutions will work for you and your turtle.
