Off premise means away from the business building or establishment. In premise means inside the business building or establishment. Premise is the building that houses a business or organization.

This ensures that the patron and/or the establishment does not get into legal trouble regarding public intoxication (e.g. drinking alcohol out in the streets and getting drunk).
A sit-down restaurant is what an establishment that serves customers at tables is often called. This is in contrast to a take-out restaurant.
