Yes you can, but don't expect much. A hamster spins a wheel at about 40-60rpm, the voltage is low, not enough to charge a battery for example. You could set up some gearing to scale it up, but that adds resistance and makes the wheel harder to turn. Without that, it's possible to light some tiny LED bulbs while the hamster runs.
