Nag called Darzee wicked because Darzee's wife, Rikki-tikki-tavi, had foiled Nag's plans to harm the humans in the garden by killing his wife, Nagaina's, eggs. Nag saw Darzee as complicit in Rikki-tikki-tavi's actions and therefore labeled him as wicked for aiding in thwarting the snakes' intentions. Nag viewed Darzee as an enemy for aligning with Rikki-tikki-tavi and disrupting the snakes' dominance in the garden.
It essentially means that she was prone to nag a lot and be generally unpleasant.
