It really depends on your style! You can create really awesome new things with old furniture! I'd say if you bargain shop and do alot yourself you could design a living room for about 1500 (that's if you don't own a couch). Bedrooms from scratch would cost at least 1000+ obviously smaller rooms will be alot cheaper!

Make a list of the basics--couch, chairs, tables, lamp(s) and then take a look at resale places. I know at a local thrift store you could buy all used for less than 700.. Used furniture goes for cents on the dollar. Over time, you trade up to better. It does take some experience to judge what dirt can be cleaned, items painted and so on, but it is never an expensive lesson to learn.
