Yes it is stealing and unethical to boot. Proper behavior would be to return it to the store then the person who forgot the item can reclaim it and be so very happy that their hard earned money is not lost.

Stealing is illegal because you are taking something that is someone elses, they worked hard for it and someone is just taking it when they didnt work for it. if you have permission to have it then it is not stealing however.
Window shopping may never result in any actual purchase - although it is also possible to window shop, see something you like, and buy it, in which case you did not waste your time (assuming that your purchase is well chosen, and not some junk that you don't really need).
