Yes and no. It was relatively easy - they were available in restrooms, from clinics, and of course drugstores. However, in some parts of the country, there was (and is) a social stigma associated with fornication. As such, people were apprehensive about possessing (or buying) condoms. Because people didn't want to be seen buying them, they were often stolen. Because they were stolen, you had to ask the pharmacist behind the counter for them. This led to more embarrassment, etc.
So, the bottom line is yes, they were available (and easy to get) if you didn't worry about the social issues associated with being caught with them.
