You just have to have a credit card OR a bank card to verify your Paypal account before you can start using it fully.But, PayPal does say in their terms of service,"2.1 Eligibility. ebay doesnt ask you for your age or date of birth so you can be any age really any age but if you are a kid i suggest that you tell your parents that you will make an ebay account because if you dont and they find out later you will be in a lot of trouble depending on if your parent car or not. I know someone who is 11 and he has his own ebay account but has to get money before he can buy anything and his parents dont care at all they just let him do whatever he wants they let him play rated m Video Games and they dont care at all they even let him cuss whenever he wants
