eBay times are always shown in Pacific Time.
It does not cost to place a bid on EBay. If the time runs out and you are the winner, you will have to pay for the item.

Yes, you can bid more than once for a single product on eBay if you've been outbidded. If you want, you can actually set a highest amount you'll bid so that the system will automatically increase the bid for you until the set maximum amount if you've been outbidded. Besides, you can bid for more than one items on eBay at the same time too.
Ebay
Just bid on a item. You can pay for it if you won it.
In My Ebay under the Bidding section
You should only bid on an item on eBay if you really want it. If you see two or more similar items that you would like, you should only bid on one at a time and not bid on any of the others until the previous auctions have ended. This is because if you bid on an item and are then outbid by someone else, although common sense dictates that you have lost the item and are free to look for another one, eBay doesn't work like that. They say that if you have placed a bid and are outbid by someone else you should wait until the auction actually finishes before you go and bid on an alternative because if the person who outbid you subsequently retracts their bid, you could still win the item. This is confusing and unfair but it is how eBay works.

The maximum bid on eBay is the highest amount you want to pay for example; if you want to go no higher than twenty pounds or dollars that would be your max (maximum) bid.
