It depends on what your purpose for buying them is. If you want euros for coin collection or for travel. If your purpose is for traveling, i would suggest to wait till you get to your destination. Using an ATM with a debit card seems to be the best exchange rate. Make sure that your ATM is a bank ATM, otherwise you may be victim to high service fees. Also, airports are usually a fairly poor exchange and have high fees. You're best buying your needs in the airport with your card and wait till you get near a bank outside of the airport, then use their ATM.
