Girl Scouts do not use a system of "rank". Girl Scout levels are based on grade level and age. Carrie Fisher's mother, Debbie Reynold's, became a Girl Scout troop leader when Carrie joined Girl Scouts.
Girl Scouts of the USA and many other Girl Guide and Girl Scout organizations around the world (members of the World Association of Girl Guides and Girl Scouts or WAGGGS) do not use a rank system such as Boy Scouts use. Instead, they are placed in troops or groups based on age level or grade level and have a choice of Insignia (badges and other awards) to earn. Girls "Bridge" to the next level once they finish a grade or reach a certain age. If you mean for Girl Scouts of the USA (GSUSA), the ages range from 5 to 17 (or graduate from high school). 5 is the youngest age for Girl Scout Daisies, the youngest age group, and then it just goes up through Brownies, Juniors, Cadettes, Seniors, and Ambassadors. GSUSA uses grade levels rather than age levels, so a Girl Scout Daisy would be in grades Kindergarten and 1, a Brownie is grades 2 and 3, a Junior is grades 4 and 5, a Cadette is grades 6, 7, and 8, a Senior is grades 9 and 10, and an Ambassador is grades 11 and 12. Most other Girl Scout and Girl Guide organizations follow similar are ranges, some starting at age 4 but most ending at age 18.
For Girl Scouts of the USA, Girl Scouts Brownies are in grades 2 and 3. A girl may join a Girl Scout Brownie troop at any time. As for the time, this depends on the troop. Information about the time for troop meetings and other events should be provided by the troop leader. Girl Guide and Girl Scout Brownies in other countries vary on the age girls may join, but generally the age levels are from ages 6 to 9.
