The Brownsea Island Scout camp was a boys camping event on Brownsea Island in Poole Harbour, southern England, organised by Lieutenant-General Baden-Powell to test his ideas for the book Scouting for Boys. Boys from different social backgrounds participated from 1 August to 8 August 1907 in activities around camping, observation, woodcraft, chivalry, lifesaving and patriotism. Scouting began in 1907 when Robert Baden-Powell, a lieutenant general in the British Army, held the first Scouting encampment on Brownsea Island in England. Baden-Powell wrote the principles of Scouting in Scouting for Boys (London, 1908), based on his earlier military books, with influence and support of Frederick Russell Burnham (Chief of Scouts in British Africa),Ernest Thompson Seton of the Woodcraft Indians, William Alexander Smith of the Boys' Brigade, and his publisher Pearson.
Scouting's patrol system was established at Baden-Powel's early "experiment" at Brownsea Island in 1907. . In the army, B-P had found the best way to train military scouts was in small groups. So the 22 Brownsea campers were divided into four patrols, with the oldest boy as patrol leader. For patrol identification, the boys were given long, wool streamers in different colors to pin on their left shoulder - green for Bulls, blue for Wolves, yellow for Curlews, and red for Ravens. Each boy also had a small fleur-de-lis badge to pin on his cap.

Several camps claim the title but by any reasonable definition the honor goes to Camp Owasippe of the Chicago Area Council near Whitehall Michigan. It was purchased in 1910, constructed in 1911 and held its summer program for scouts in 1912. Treasure Island Scout Camp outside of Philadelphia (Cradle of Liberty Council) claims the title but was leased and used as a summer camp starting in 1913 and was purchased by the council in 1919. Camp Teetonkah; located near Jackson, Michigan, (Great Sauk Trail Council); is also a contender with holding scout summer camps since 1913. No other scout camp was established prior to 1916.
