It is the World Crest emblem. All scouting organization that are members of the World Organization of the Scout Movement (WOSM) wear the emblem. Many, but not all, scout associations around the world belong to the WOSM. The BSA used to have requirements to earn the award, but it has now been changed to allow all BSA members to wear it, symbolizing their part in the worldwide movement.
They have to fulfill the requirements necessary for the certain patch.
Some Boy Scouts of America councils sell a special council shoulder patch for Eagle Scouts. The council shoulder patch is worn in the top position on the left shoulder.
A patch that has a yellow arrow is called the Arrow of Light patch. It recognizes Scouts who have advanced from Cub Scouts into the Scouting program for middle schoolers and older children.

The red arrow on the tan circle patch, known as the Boy Scouts of America (BSA) "World Crest," is typically worn on the right sleeve of the Boy Scout uniform shirt. It is placed just below the shoulder seam. This patch symbolizes the global nature of Scouting and represents the Scout's commitment to international goodwill.
It does not belong on the uniform, but is supposed to be sewn on the vest with the other event patches. One (and only one) patch of this type can be worn on the right pocket. This is referred to as a "temporary patch"
