There are three World Association of Girl Guide and Girl Scouts member organizations in Germany:
Pfadfinderinnenschaft Sankt Georg (PSG) or Girl Scouts Saint George
Bund der Pfadfinderinnen und Pfadfinder (BdP) or Association of Girl Guides and Boy Scouts (BdP)
Verband Christlicher Pfadfinderinnen und Pfadfinder (VCP) or Association of Christian Guides and Scouts (VCP)
So far, none of the Related Links web sites have provided information about the awards for the age levels.
The highest award a Girl Scout may earn in Girl Scouts of the USA (GSUSA) is the Girl Scout Gold Award. The highest award an adult in GSUSA may receive is the Thanks Badge. For each level there is an award. It starts with Juniors who earn the Girl Scout Bronze Award, then the Cadettes earn the Girl Scout Silver Award. Then the Seniors/Ambassadors may earn the Girl Scout Gold Award. The process is very long but you know you helped your community and maybe even the world!

WEBELOS is the term that refers to the highest level of Cub Scouts, just before going into Boy Scouts. It represents an acronym, thought up in the early 40s, stands for "WE'll BE LOyal Scouts!" It does not have any relationship to the German term.
Girl Scouts of the USA and many other Girl Guide and Girl Scout organizations around the world (members of the World Association of Girl Guides and Girl Scouts or WAGGGS) do not use a rank system such as Boy Scouts use. Instead, they are placed in troops or groups based on age level or grade level and have a choice of Insignia (badges and other awards) to earn. Girls "Bridge" to the next level once they finish a grade or reach a certain age. The current (2011) Girl Scouts of the USA grade levels are: Girl Scout Daisy - grades Kindergarten and 1 Girl Scout Brownie - grades 2 and 3 Girl Scout Junior - grades 4 and 5 Girl Scout Cadette - grades 6, 7, and 8 Girl Scout Senior - grades 9 and 10 Girl Scout Ambassador - grades 11 and 12
The Silver Buffalo Award is the national-level distinguished service award of the Boy Scouts of America. It is presented for noteworthy and extraordinary service to youth on a national basis, either as part of, or independent of the Scouting program. The award is made by the National Court of Honor and the recipient need not be a registered member of the BSA. It is patterned after the British Silver Wolf award with the color following the military custom of using silver for the highest awards (not gold).The first awards were given in 1926. Sir Baden-Powell was selected to receive the first award and "The Unknown Scout" was awarded the second. Since then the awards have been given annually and presented in alphabetical order.
